This demonstrator does not introduce a competing CCOP indicator set. It starts with the 31 indicators proposed in Counting What Counts by the United Nations High-Level Expert Group on Beyond GDP. LUMEN adds the complementary governance infrastructure required to connect those measures to modelling, legal and budgetary analysis, democratic decisions, implementation and feedback.

1 · Measurement source UN Beyond GDP — Counting What Counts (2026)

Thirty-one proposed indicators organised into four official dimensions. Fifteen are inherited from the SDG indicator framework and sixteen are additional Beyond GDP indicators.

2 · LUMEN contribution From multidimensional measurement to reflexive governance

Each indicator remains traceable. LUMEN routes the evidence to OBI and NLPI, while CEDI adds policy-specific lived experience and a sensitive feedback signal.

3 · Operational use Country observation → Government steering → Parliament

The evidence enters modelling, coordination, budget choices, legal scrutiny and democratic decision-making; implementation results then return to the next observation cycle.

Starting point: the complete indicator set below comes from the May 2026 proposal of the UN Secretary-General's High-Level Expert Group on Beyond GDP. LUMEN's added value: preserve the indicators and their sources while routing them into a reflexive governance cycle — Observe → Model → Decide → Act — capable of informing government coordination, budgets, law, parliamentary scrutiny, implementation and correction.

Role of CEDI. Life satisfaction, loneliness, perceived safety, satisfaction with public services and trust-related indicators provide useful national comparisons. CEDI remains a separate short participatory pulse attached to a specific policy or decision. Divergence between the dashboard, OBI/NLPI analysis and CEDI is treated as a signal requiring investigation rather than as an error to be averaged away.
