National implementation

A country-owned policy portfolio links Beyond GDP evidence to capacity, fiscal horizons, budget decisions, delivery and ex-post learning.

Optional traceability layer. LUMEN can attach provenance, quality, uncertainty, normative links and authorised decision uses to indicators selected through the intergovernmental Beyond GDP process. Each indicator remains under its originating institutional mandate and retains its original definition and statistical or legal status; relevant evidence may also inform OBI or CEDI.

Evidence status. The national implementation pathway is a pilot proposition. Its institutional and economic effects have not yet been independently validated across country contexts.
