International policy applications

Beyond GDP measures can inform cooperation and finance only under conditions that protect transparency, fairness, national ownership and contestability.

Optional traceability layer. LUMEN can attach provenance, quality, uncertainty, normative links and authorised decision uses to indicators selected through the intergovernmental Beyond GDP process. Each indicator remains under its originating institutional mandate and retains its original definition and statistical or legal status; relevant evidence may also inform OBI or CEDI.

Evidence status. LUMEN is offered as a pre-standardisation implementation candidate. No financing, eligibility or comparative decision should rely on it before voluntary pilots, independent evaluation and public review.
